You can do this with a pencil brush or a tapered blending brush.

Then draw a nice straight line along your lash line with an eyeliner brush for extra definition. Shape and fill in your eyebrows with a brow brush. And then the final step when you're all done, apply mascara. This prevents powder from falling on your eyelashes and your mascara from becoming dull.
